01Why the same tools on both tiers?
OneQAZ sells volume and reliability, not gated data. An AI agent must be able to verify our
track record (get_prediction_accuracy, get_ledger_integrity, get_resolved_predictions)
before anyone pays — a paywalled trust layer defeats itself.
02Quota signals
Every response carries X-RateLimit-Tier, X-RateLimit-Daily-Limit,
X-RateLimit-Daily-Remaining and X-RateLimit-Minute-Remaining headers and a
_value_signals block. HTTP 429 includes Retry-After.
